Minutes 11/13/2008
Present: Commissioners Bernie Smith, Michele Hassler, Bill McCarthy, John Bean, Director of Public Works, James Dodge, Operations Mgr. of DPW, Kevin Duffy, Line and Stone and Jason Jones, Acting Cemetery Supervisor.

        The meeting began at 9:08 a.m.

  • Kevin started out the meeting by displaying and seeking approval for the Scribner headstone.  Approval was granted.  He also submitted and invoice for monument restoration and repair for FY09.  He will submit a proposal for next year if funding will be available.
  • John Bean addressed the Commissioner with 2 issues.
  • Cemetery Expansion – The Town Manager has instructed him to go through the process of costing out an expansion at Garden Street.  The problems Armstrong had with the land required capping off and hard topping.  Michele inquired as to who did the testing at Reeds Brook. Jim Dodge will report back to us on that.  John stated that the proposed $150,000 that could be left to us should be used on adjacent land and we must show that we are actively looking for expansion site.  Michele asked again why the money can’t be used for Cooke’s Hollow.  The next Cemetery Expansion meeting is November 17 and John will make every effort to attend.
  • Cemetery Chapel Renovation – The garage is bad and the Chapel basement is deplorable.  Renovation to the Chapel must be cost effective and generate revenue.  Columbarium in the Chapel would be one way to generate revenue.  Jean Smith will make calls to local cemeteries and see if they are on-site, how much it cost to build them and how much do they charge to sell.  John looked at the garage roof, which needs to be replaced.  Is there $10,000 allocated to garage roof?  John will ask Mark Miano to see if a structural engineer can look at the garage.  John also suggested that a committee be formed to discuss what are the necessary repairs needed for the Chapel.  We will meet on December 4th.  
  • John Bean left the meeting at 10:00am.
  • Jim Dodge addressed the Commissioners about the interments of Donald and Robert Willard.  Town Counsel is involved as the interments were done without cemetery knowledge.  Jim Dodge also presented the memo from Town Counsel regarding the Hawkins marker in the Old Burying Ground.
  • Reviewed the Tocio letter on assignments of graves in Lot U-30.  
  • The Kelliher Family inquired about the establishment of the non-resident fee.
Parent was interred in AA-936 and does not understand how the fee can be charged for a family that lived in Arlington for generations and already owned the lot, but moved away to be closer to the family.  The Commissioners believe the fee was established by former Town Manager, Don Marquis in the late 1970’s.  
  • Disinterment of Macchia in Lot CC-239 will take place today and the lot will return to the Town.
  • Work on the new fence will start the Monday, November 17th.  The auto body shop has stated that their 6ft fence needs to remain in place for security purposes.
Leaf cleanup will begin by Eldco after November 20.
No news on job posting for a truck driver.
Fall cleanup will be scheduled for 10 days after Thanksgiving.
  • Minutes for October were approved and 6 deeds were signed.
  • Entered executive session at 10:55 and ended at 11:01.
